Billy Gilmartin

Baylands Pacifica

Billy, a Bay Area native and licensed General Engineering Contractor, is a mission-driven problem solver with a passion for leveraging his creativity and innovative spirit. Baylands Pacifica is Billy's third company and is dedicated to reclaiming the quarry and restoring the environment.


Billy's other companies have also focused on solving complex problems with a holistic and sustainable approach, showcasing his commitment to making a positive impact on the world.

Geoff Smick

Geoff Smick is leading the project ecology and regulatory permitting for the project. He is the president of WRA, Inc. a Bay-Area based environmental consulting firm. He has been an ecologist in the greater SF Bay Area for over 20 years and supports clients through complex project entitlement and regulatory permitting for wetlands and endangered species.

Matt Walsh

Matt Walsh is the Principal Engineer for Walsh Engineering with 18 years in the industry and a Civil Engineering Degree from Cal Poly State University. Dante Pecchenino is the Lead Project Engineer for Walsh Engineering and also has a Degree from Cal Poly State University in Bioresource and Agricultural Engineering. Walsh Engineering carries registered civil engineering licenses in California and Idaho. Their primary focus for the Reclamation Project is on grading, drainage, and erosion control.


Shane Rodacker

Shane Rodacker is a California-licensed Geotechnical Engineer with over 20 years of experience. He is a principal with Geocon – one of the oldest original geotechnical engineering firms in the state. Shane manages the firm’s geotechnical engineering practice in the greater Bay Area.


Mark Spencer

Mark Spencer is a Senior Principal and President of W-Trans, a traffic engineering consulting firm. He is a registered Traffic Engineer with 33 years of experience, specializing in traffic operations and circulation for CEQA projects throughout the Bay Area. Mark is also the Western United States representative on the Board of Directors of the Institute of Transportation Engineers (ITE) International. For the reclamation project he provided traffic and circulation analysis for trucks and autos, traffic operations and queueing analysis on local roadways and intersections, and environmental technical support including vehicles miles traveled (VMT) analysis.


 

Alicia Guerra

Alicia is a land use and natural resources attorney with over 25 years of experience on local, state and federal permitting matters for development projects throughout California. Alicia is the chair of the Buchalter’s Land Use and Environmental Practice.  Alicia’s practice focuses on advising property owners, developers, institutional clients, industrial companies and other stakeholders in processing the necessary permits and entitlements for project development, construction and operation at all levels of the government.  Alicia also helps public agencies obtain permits from other governmental agencies, and she represents project proponents in the defense of litigation and compliance matters.
